chamber. That is no catalytic element in it. In general it is not legal to sell used catalytic converters for reuse on another car, sites like eBay tend to prohibit such listings.
In general terms you need at least the main primary cats in place to pass a typical sniffer / dyno test. Depending on how thorough the inspection is other missing or altered emissions equipment could also cause you to fail a "visual" inspection.
